Forces2Canaries Constitution 2025

The name of the organisation is Forces2Canaries (hereafter referred to as the Supporters Group).

1. Objectives

The objectives of the Supporters Group are to promote the welfare and reputation of its members by facilitating social and other activities as determined by its members and approved by the Committee.

2. Policy

The policy of the Supporters Group is to promote Norwich City Football Club (NCFC) to all members.

3. Powers

The Supporters Group is empowered to:

Convene representatives from other organisations to further its objectives.

Utilise written, printed, or otherwise produced materials to support its objectives, subject to copyright regulations.

Procure, hire, or otherwise acquire items necessary to advance the aims of the Supporters Group, subject to copyright compliance.

Borrow or raise funds for the Supporters Group’s objectives, subject to legal consents.

Solicit and accept contributions from individuals or organisations in support of its objectives.

4. Membership

Membership is open to:

All serving and veteran members of His Majesty’s Armed Forces and allied nations’ armed forces, subject to Committee approval.

5. Officers of the Committee

The policy, general management, and affairs of the Supporters Group shall be directed by the Committee.

Committee members shall serve a two-year term. Nominations for Committee positions must:

Have the nominee’s consent.

Be seconded by another member.

Be submitted in advance of the Annual General Meeting (AGM) by members unable to attend.

Self-nominations are permitted, subject to the above conditions.

At the AGM, the Supporters Group shall elect the following officers:

Chair

Vice Chair

Secretary

Membership Secretary

Treasurer

Social Media Manager

Social/Events Manager

Welfare Officer

Three Service Representatives (Royal Navy, Army, and Royal Air Force).

Casual vacancies may be filled by a member elected by the Committee. Such appointments shall last for the remainder of the predecessor’s term. Elections for vacancies shall occur at the AGM or an Emergency General Meeting (EGM) if the AGM is not scheduled within 35 days.

Officers shall serve until the conclusion of their two-year term AGM, at which point a General Meeting shall be held to elect new officers. Officers may be re-elected for an additional two-year term.

Members may re-elect the Committee collectively.

6. Meetings of the Supporters Group

Annual General Meetings (AGMs):

AGMs shall be held annually, either in person or in a hybrid format, at a time and location determined by the Committee.

Members shall receive at least 21 days’ written notice of the AGM.

The agenda shall include:

The election of Committee members.

The Chair’s annual report.

Reports from other officers as required.

All Committee members are expected to attend or submit apologies in writing to the Chair at least five days prior to the AGM.

Emergency General Meetings (EGMs):

The Chair may convene an EGM at any time.

Members shall be informed of the reasons for the EGM within 21 days, with at least 75% of the membership notified.

Committee Meetings:

Committee meetings shall be held biannually at a time and location determined by the Committee.

Members shall receive at least 14 days’ written notice of such meetings.

Reports from all officers shall be presented, either in person or by proxy, with proxies approved by the Committee.

Regular non-attendance by Committee members shall be addressed by the Chair.

7. Rules of Procedure at Meetings

The quorum for any meeting shall be no less than 50% of the membership or Committee, or as agreed at the AGM.

Decisions shall be made by a simple majority of those eligible to vote. Proxy voting arrangements may be made by the Committee. Each member is entitled to one vote, with the Chair holding a casting vote if required.

The Committee may adopt and issue Standing Orders. Amendments to the rules of the Supporters Group may only be made at the AGM or an EGM.

8. Finance

All funds raised by or on behalf of the Supporters Group shall be used solely for its objectives or nominated charities.

The accounts shall be audited annually by an appointed Committee member.

An audited financial statement shall be presented by the Treasurer at the AGM and approved by the Committee.

9. Constitution

Amendments to the Constitution require a two-thirds majority vote of the full membership.

Proposed amendments must:

Be submitted at least 21 days before the meeting at which they are to be considered.

Be communicated to members at least 14 days prior to the meeting, including the proposed amendments.

10. Dissolution

The Committee may propose the dissolution of the Supporters Group by a simple majority vote.

A meeting of all members shall be convened to confirm the decision, requiring a two-thirds majority of those present.

Upon dissolution, the Committee shall dispose of any assets held by the Supporters Group.

11. Rules for the Committee

Chair

Presides over all General and Committee meetings.

Oversees the administration of the Supporters Group.

Delegates responsibilities to Committee members.

Ensures the Committee operates in accordance with the Constitution.

Holds a casting vote at Committee meetings.

Must be a serving or veteran member of HM Forces.

Vice Chair

Deputises for the Chair in their absence.

Membership Secretary

Maintains the membership database in compliance with GDPR.

Coordinates recruitment and welcomes new members.

Provides membership updates at Committee meetings.

Must be a serving or veteran member of HM Forces.

Social/Events Manager

Organises events and ensures maximum publicity.

Liaises with local media outlets.

Secretary

Records attendance and minutes of all meetings.

Distributes minutes and maintains records.

Coordinates AGM notifications and motions.

Treasurer

Manages the Supporters Group’s finances.

Prepares and presents audited accounts at the AGM.

Welfare Officer

Provides welfare support and signposting for members and their dependants.

Social Media Manager

Promotes the Supporters Group and NCFC across social media platforms.

Service Representatives (Royal Navy, Army, RAF)

Promote the Supporters Group and NCFC within their respective Services.

12. Members’ Code of Conduct

Forces2Canaries (F2C) is a Norwich City FC supporters group open to all serving and veteran Armed Forces personnel.

Members are expected to conduct themselves in a manner that reflects the values of the Supporters Group, including on social media.

Threatening, abusive, or violent behaviour, as well as discriminatory language or actions, are strictly prohibited and will result in disciplinary action.

Members have the right to appeal any disciplinary action taken by the Committee.
