The name of the Supporters Group is FORCES2CANARIES (herein called the Supporters Group)
THE OBJECTS
The objects of the Supporters Group are to promote the welfare and good name of its members by providing social and other activities as decided by its members and approved by the Committee.
THE POLICY
The policy of Forces2Canaries is to promote Norwich City Football Club, and its associates to all members and other supporters through a variety of media capabilities.
THE POWERS
The Supporters Group may:
Bring together in conference representatives from any other organisation to aid the objects of the Supporters Group.
Permit the use of any written, printed or otherwise produced articles to aid the objects of the Supporters Group (subject to copyright).
Purchase, hire, or otherwise acquire any article necessary to aid the promotion of the Supporters Group (subject to copyright).
Subject to the consents as made by law, borrow or raise money for the objects of the Supporters Group.
Invite and receive contributions from any person or persons by way of subscriptions or otherwise, in aid of the objects of the Supporters Group.
MEMBERSHIP
Shall be open to:
All serving and retired members of Her Majesty’s Armed Forces, and their dependants, who have paid the annual membership fee as laid down by the Committee. It shall be deemed that if a members falls into arrears three months after his subscription is due they shall cease to be a member.
OFFICERS OF THE COMMITTEE
The policy, general management and affairs of the Supporters Group shall be directed by the Committee.
Election to the Committee shall be for one year. All members are to seek the permission of the person before nominating them as an officer of the Committee, each proposal is to be seconded by another member. Proposals and seconders may be received in advance of the AGM by members who are unable to attend the meeting.
At the Annual General Meeting (herein named the AGM) the Supporters Group shall elect a Chairman, Vice Chairman, Membership Secretary, Social Secretary, Minutes Secretary and Treasurer and four General Committee Members.
Any casual vacancy may be filled by a member elected by the Committee. Any member so elected shall remain in office for the unexplored period that their predecessor was elected. The election for the vacancy is to be conducted at either the AGM or an Emergency General Meeting (herein called the EGM) if the AGM is not scheduled to take place within 35 days.
The Officers of the Committee shall hold the post until conclusion of the AGM, a General Meeting shall take place and the incoming Officers shall take their posts. Officers of the Committee may be re-elected for a further twelve month period.
Members may re-elect the Committee ‘en-bloc’.
MEETINGS OF THE SUPPORTERS GROUP
The first AGM will be held in February 2006 and once per year thereafter. The AGM will be held at such a time or place as the Committee determine. At least 21 clear days notice for calling an AGM shall be given in writing by the Chairman to each member of the Supporters Group. At such meetings the agenda shall include the nominations and elections of members to serve on the Committee. The Chairman will give his annual report and may call upon other officers to do the same. All Committee members are required to attend, or forward in writing to the Chairman, their apologies for non-attendance at least 5 days prior to the AGM.
The Chairman may call at any time an Emergency General Meeting of the Supporters Group, and he shall within 21 days of calling such a meeting inform not less than 75% of the membership of the reasons for making the request.
Committee Meetings will be held every two months and will be held at such a time or place as the Committee determine. At least 14 clear days notice for calling a Committee Meeting shall be given in writing by the Chairman to each member of the Supporters Group. At such meetings the agenda shall include a bi-monthly report from all officers of the Committee. Reports may be given by a proxy, with the proxies attendance having been duly accepted by the Committee. All Committee Members are required to attend four meetings a year. If a Committee member is unable to attend they are to forward in writing to the Chairman their apologies for non-attendance at least 5 days prior to the Committee Meeting. If a Committee Member is unable to attend three Committee Meetings in succession (dependant on current operational tours) he is to be approached by the Chairman with a view to rescinding his position on the Committee.
RULES OF PROCEDURE AT MEETINGS
The quorum at any meeting of the Supporters Group shall not be less than 50% of the Supporters Group or Committee, or such a number as agreed by the Committee at the AGM.
All questions and proposals arising at any meeting shall be decided by a simple majority of those entitled to vote. Arrangements for proxy voting at any time may be arranged by the Committee. No member shall exercise more than one vote. The Chairman has the right for the casting vote.
The Committee shall have the power to adopt and issue Standing Orders. The rules for the Supporters Group can only be amended at the AGM or EGM.
FINANCE
All monies raised by or on behalf of the Supporters Group is for the objects of the Supporters Groups, or nominated charities, and for no other purpose. The accounts shall be audited by an appointed Committee Member at least once per year.
An audited statement of accounts for the financial year shall be submitted by the Treasurer at the AGM.
CONSTITUTION
Any alteration to this constitution shall receive not less than two-thirds of the vote of the full membership of the Supporters Group. Any such alterations shall have been received no less than 21 days before any meeting at which the alteration is proposed. At least 14 days notice in writing of such meetings setting out the terms for the alteration shall be sent to each member of the Supporters Group.
DISSOLUTION
If the Committee by a simple majority at any time decide in the grounds of expense or otherwise find it is advisable to dissolve the Supporters Group, it shall call a meeting of all members of the Supporters Group who have the power to vote. If such a decision is confirmed by a two thirds majority of those present, then the Committee have the right to dispose of any assets held by the Supporters Group.
RULES FOR THE COMMITTEE
CHAIRMAN
Chairs all General (AGMs and EGMs) and Committee meetings.
Responsible for the supervision of all matters concerning the effective administration of the Supporters Group.
Oversees the running of the Supporters Group through delegation to Committee members.
Ensures that a full compliment of Committee members is maintained during the period in office.
Ensures all Committee members are aware of topics for discussion at the following Committee meeting.
Ensures that meetings are conducted in an orderly fashion / manner.
Ensures that all Committee members have the opportunity to express opinions without impeding the meeting progress.
Ensures that the club is run in accordance with the articles laid down in the SUPPORTERS GROUP Constitution.
Has casting vote at Committee Meetings.
Must usually be a serving or ex-serving member of HM Forces.
VICE-CHAIRMAN
Deputises for the Chairman in his absence.
MEMBERSHIP SECRETARY
Maintains Committee address list.
Co-ordinates the recruitment of membership to the Supporters Group.
Welcomes new members and issues information on forthcoming events.
Encourages individuals who have enquired about membership to join and issues information on forthcoming events.
To write to prospective members whose application for membership has not been accepted using standard letter repeating that the club will not enter into correspondence on the subject.
To receive and send out any correspondence related to the organisation of the club.
To advise Committee of change of address of any of Chairman, Membership Secretary, Treasurer, Minutes Secretary or Club email and web addresses.
Maintain the Supporters Group Membership database in accordance with the instructions provided.
Enter details of those prospective members whose membership application has been approved.
Update members details upon payment of their annual membership fee, or when advised of change of address, etc.
Provide current membership number to each Committee Meeting.
Advise Committee Meeting of those members who have not renewed their membership.
Immediately prior to the bi-monthly newsletter, prepare and print off renewal and overdue letters for inclusion with the appropriate bulletins or posting.
Immediately prior to the bi-monthly newsletter, prepare and print off address labels.
Write out Membership Cards and joining documentation for new members and those renewing their membership.
Identifies and maintains a database of contacts in key organisations.
Must usually be a serving or ex-serving member of HM Forces.
SOCIAL SECRETARY
Organises Supporters Group events as proposed at the Committee Meeting.
Ensures maximum coverage of events, both before and after they occur.
Writes copy for website and media on Supporters Groups activities.
Liaises with local press and radio.
Organises mail shots, programme cards, posters, etc.
MINUTES SECRETARY
Records attendance at all meetings.
Ensures that an Agenda is produced and followed.
To write minutes of Committee meetings and distribute to all Committee members irrespective of their attendance.
To write minutes of Annual General Meeting.
To maintain records of all minutes of Committee Meetings.
To ensure that due notification of the Supporters Group AGM is provided and to co-ordinate motions proposed for the AGM in accordance with the Constitution.
TREASURER
To maintain an up to date statement of the Supporters Groups accounts.
To ensure that a summary of the cumulative and monthly accounts are made available to all Committee members at each Committee meeting. Such summaries to be distributed by email to those absent from a Committee meeting.
To oversee finances of Committee events to ensure that such events are economically viable.
To bank all cheques received and check bank statements.
To prepare Year end accounts and ensure that the accounts are audited prior to the AGM.
To present a written and verbal report to the AGM on the financial affairs of the Club over the past year and to propose the budget for the following year.
GENERAL COMMITTEE MEMBER
Must normally be a serving or ex-serving member of HM Forces.
Helps run Branch generally.
Deputises for other officers as required.
Particularly required for suggestions for the Supporters Group programme.
